With reference to the inquiries which you have instructed the Governors of Hong Kong and Malaya to make for the purposes of the Far Eastern Conference to be held next year, it occurs to me that the other hopies where smoking is still continued, 1.8. Ceylon and North Borneo, should not be left out of count. In Ceylon both the eating and smoking of opium are practised, though eating is much more prevalent than smoking. Smoking is on a small scale and is only permitted registered persons, and it appears that no new persons are admitted to the register except in special circumstances. It is possible that smoking might now be definitely prohibited, subject to a saving under strict conditions for existing smokers. In the case of North Borneo it will be less easy to get an unbiased inquiry in view of the interest the Chartered Company have in the revenue, but, at any rate, it seems desirable to ask them for their observations on the British proposals.
